Meet the ATF Compliance Requirements with Finale

To support Federal Explosives Licensees and Permit Holders (FEL/Ps) in meeting 27 CFR Part 555, Subpart G, we’ve enhanced our Daily Summary of Magazine Transactions (DSMT) Log and backup automation tools to help you meet ATF inspection requirements.

What’s New?

✅ Updated DSMT Log & ATF-Ready Reports
-Access the latest DSMT logs, ensuring proper recordkeeping of all transactions.
-ATF-compliant reports include Acquisition & Disposition logs, Sublocation NEQ reports, and Stock NEQ by Sublocation history reports.
✅ Automated Daily Backups for Compliance
-ATF mandates a daily backup of all electronic records—Finale now allows you to schedule daily exports of required reports.
-Backup files can be stored locally on a server or device at your physical location, per Condition #4 of ATF Ruling 2023-1.
✅ Variance Codes for ATF Audits
-Add a “Physical Inventory” or “Yearly Physical Inventory” variance code in Application Settings → Variance Tab to document stock takes in compliance with ATF inspection expectations.

Ensuring Local Control of Records

ATF requires that electronic records be stored locally on a device controlled by the FEL/P. While cloud storage cannot be the sole backup, Finale Inventory provides multiple integration options to ensure compliance while maintaining flexibility.

With Finale’s Integration feature, you can schedule automated exports of ATF-required reports to a non-cloud-based storage destination that you control, using the following methods:

  • Email Integration – Schedule reports to be emailed to an internal, secured inbox for local archiving.
  • FTP Integration – Send reports to a self-hosted FTP server at your facility, ensuring compliance with ATF’s physical control requirements.
  • Google Drive Integration – Use Google Drive for Desktop Sync to automatically mirror reports to a local PC or server.
  • Amazon S3 Integration – Send reports to an Amazon S3-compatible storage solution that syncs data to a local PC or server located on-premise.
  • External Hard Drives, NAS, or On-Premise Servers – Directly store reports on locally owned devices for complete control over your records.

With these options, you can create and store DSMT logs, Acquisition & Disposition reports, and NEQ Stock Reports in PDF, CSV, TSV, or Excel format while ensuring they are backed up locally, per ATF requirements.

What You Need to Do Next

  1. Transition to the New DSMT Logs – The latest ATF-compliant versions are under Pyrotechnics Reports. Do not use legacy ATF reports.
  2. Set Up Daily Backups – Schedule exports of:
    ✔ DSMT Log (Orange Book or Product Detail versions)
    ✔ Acquisition & Disposition Reports
    ✔ Stock NEQ by Sublocation Reports
  3. Store Records Locally – Ensure backups are saved on a device/server physically located at your facility using Finale’s Integration feature for secure automated backups.
